Where does John O'Toole stand on incineration?

CLARINGTON -- Durham MPP John O'Toole said if it were up to him, he might build an incinerator a little at a time.

Asked if he was opposed to incineration during Monday's Clarington council meeting, Mr. O'Toole said he "wouldn't be qualified" to say.

"I would say, 'There have to be other solutions'" for waste management, he said.

But at the same time, he said, he wouldn't rule them out.

"Are they popular?" he said. "No, they're not. If I were a populist, I'd be saying I'd do everything I could to stop it."

Instead of entirely ruling it out, Mr. O'Toole said, if it were up to him, he might consider "scaling" the project.

"By scaling it, I would measure carefully one-third of the design capacity and build it in a scalable fashion," Mr. O'Toole said. "If you stick the entire $200 million (one of the project cost estimates) into it and it isn't satisfactory, you just have more garbage."
